No, you cannot. If a parent’s or head of the family’s NICOP has expired, that card must be renewed first. Once the head of the family’s card is renewed, the applicant can then renew or apply for new NADRA cards for their children, spouse, or siblings. Both the head of the family and the applicant can apply for their cards at the same time.
